It does not matter that you have a level 15 Oathbound champion who can unlock half the Celestial tech on turn 1, if you are trying to take over the planet with your first Kirko/Psynumbra attempt, and have a level 1 soldier lead them. If you are rotating new ones in, you can make planets very challenging. Empire mode is only trivial if you keep using the heroes/factions/technologies that you have leveled.
